I don't feel that would overstock it really if they're still small, but you're bigger issue is those common goldfish need a much larger tank to meet their potential. If you keep them in a 40g, they won't reach maximum size or lifespan.
Goldfish are cold water fish and loaches are tropical - it's not wise to mix the two as tropical fish require much warmer water that goldfish would suffer in.
I have had no issue keeping goldfish warmer water yet I always see people raise this point. All the research I've done shows that goldfish temperature range overlaps that of tropicals. If you are trying to breed them that's a whole other story I suppose.
Anyway I keep mine at 75F and they seem very happy and healthy.
