What can I put in a 10 gallon planted?

im in the process of cycling my tank and was wondering what is the maximum I can put in my 10 gallon? I already know the 1" per gallon rule so I guess Ill keep it within those boundaries to keep it safe.

I was thinking some type of shrimp, snails, tetras..I want to put some loaches but I think a 10 might be too small.

Please let me know on different types of fish I can put in there.

There are quite a few variety of fish which will stay small enough for that tank. Tetras (pretty extensive list here), guppies, blue-eyes (gertrude's, norman's (actually a type of killifish), furcatas), gouramis (honey dwarfs, sparkling), betta, and some of the smaller apistogrammas (e.g. borelli).

For shrimps, you can go with just about anything that doesn't get too large (singapore, prawns, etc.), such as cherry reds and amanos.

Loaches such as the kuhli stay small and have interesting personalities. The dwarf chain loach stays relatively small also, but is best suited for a larger tank due to their social personalities.

Currently housing the following in my tank:
Gertrude's blue-eyes
Oto
Apistogramma nijsenni
Amano shrimps
Cherry red shrimps

I have Endler's and Botia sidthimunki in my 10 gallon tank. And you did not need to cycle that planted tank.
