Liquid Co2(API, Seachem, etc.) require you to turn off air pump to avoid Co2 loss like when you use the C02 injection/diffusing system or does the liquid C02 stay as liquid until the plant uses it regardless of the air bubbles and surface agitation????

You do not need to worry about liquid CO2 off gassing. It makes no difference about bubblers etc. It stays in liquid form until it is either use by the plants, or broken down (which takes 12-24 hours).

"Liquid CO2" isn't CO2. It is CH₂(CH₂CHO)₂.
