My Rotala Rotundifolia is starting to turn a light yellow green color, it used to be orange.

Ammonia and nitrite: 0 ppm

Nitrate: 3ppm

Tank size: 10 gallons

Fertilizer: Thrive All in One

I HAVE CO2 in the tank

Lighting: High lighting RGB

Eco complete soil

Stocking: One betta fish

High tech tank

What could be some reasons for why my Rotala is turning green and light yellow?

"Lighting: High lighting RGB" my best guess, and only a guess... not enough light power (PAR).

Assuming I am correct, and you add additional light power (PAR), you will likely need to dial up your CO2 level and adjust your fertilizer routine to compensate for additional plant growth.
Also, it is likely that not all your plants will appreciate the additional light power. I would suggest a gradual increase in the amount of light (PAR) and the length of exposure. Keep up with tank maintenance - possibly 2 water changes per week.

If you have, or can get access to a PAR meter that would also be helpful.
