Help - JBL Manado

I own a 70x70x50cm with white silica sand which I know to be bad for plants but I want to change it.

I already use a pressurized 2kg CO2 system with solenoid and a ceramic diffuser. I also have the salts for EI fertilization and 72Watt of LED light.

Is the JBL Manado suitable for a planted tank with carpet plants? The reason of my choice is its low price.

Do I need an organic sand (power) below the inert substrate? Can I add it inside net bags so it won't mix with the inert substrate?
