Using LiveEarth Bio-Grow Kelp/Humates and more

Do you think I could do a low tech tank with this as a base layer, and cap it with sand? The kelp meal should supply all of the needed micros, and trace elements in organic form. They claim it is all organic, and this and that, but the soybeans were probably not grown organically. Either way, I don't really care. I just think that at 6% Humates, and with all of the added nutrients this may be all you need. And then cap it with sand. I was successful with just Aquasoil and DIY Osmocote+ root tabs in my last 10 gallon low tech. I didn't dose to the water column or use Excel, but would this product used as a base layer supply enough nutrients at those concentrations?
