Tetra Complete Leaking?

I have a 5 gallon Betta tank, I have 2.5kg of Tetra Complete substrate on the bottom capped with about 4-5cm of black sand, everything was going great to begin with, the plants were rooting like crazy and growing well.

Now I have a really really fine dust like substance that coats the sand/plants/heater. I'm pretty sure it's coming up from the substrate as when I do my water change, no matter how gentle I am, the sand under the inflow for the filter get pushed aside and exposes the top of the substrate.

Just wondering if anyone else has experienced this? Ill get some pictures in a few days once it has returned.
