sanitizing sand

I need to sanitize some sand substrate.

I washed some PFS, baked it, and put leftovers in a bucket after I filled a tank.
Opened the bucket the other day, and there was condensation on the lid, and a little black/grey 'dust' on the bucket walls.
I.E. mold
The sand doesn't look moldy, but of course, being in the same container means it's contaminated.

Also have some blasting sand that was used for some plant experiments. One tank got a bacterial bloom, another one got fuzzy mold (an emersed setup).
What is an effective way to clean these sands? Or is there an effective way? And preferrably, shrimp safe

aquatic plant newbie (but a plantaholic above the water)
