Cheap, easy substrate for quarantine/grow-out tank?

I bought some stem plants online that I want to grow out for a tank that I plan to set up in a couple months (after I move). I'm going to convert a quarantine tank into a temporary grow-out tank. I have everything except the substrate.

My main needs for a substrate for this tank will be price, easy setup and not releasing ammonia or dissolved solids. I'm planning on using pool filter sand with EI ferts (and possibly root tabs if necessary). Would there be a better option for a tank like this. I really want to keep it cheap since it's not a long term setup and I may have to throw out the substrate if a quarantine goes badly.

P.S. Also, would pool filter sand be suitable with a sinking sponge filter or would it just get sucked up?

As I've said in other threads I put the stems into the net pots for hydroponics with top soil and sand/pea gravel as a cap so that while I am lowering the pot into the tank the soil stays put. Up until recently I was using the small terra cotta pots form HD designed for azaleas. They are not as high as the regular pots.

Dilution is the solution for the pollution.

Thanks GraphicGr8s. That sounds like a great solution for this tank. What size of net pots would you recommend? Are there any chain stores that sell them? Buying locally would let me get them before my plants arrive.

I use what I have. I've got the small ones and the larger ones. I got mine at Worm's Way.
