Redoing my substrate (dry fert?)

I've decided to put all of my fish into a temporary tank and redo my substrate. I currently have a deep layer of oil dri and nothing else and was thinking of doing something like the mineralized soil.

I was wondering if theres such a thing as over fertalizing your substrate, my friend has a planted tank and said that the problems experienced with cyano and other outbreaks was due to over nutrition of the tank. If you had to do a substrate and do it cheaply with oil dri / sms what would you do? My options are pretty much open to anything cheap since I won't have fish in the tank for any given amount of time.
