Substratius overwhelmingus

I'm new to a planted tank, I'm researching the crap out of everything before I dive in wholeheartedly. I have a 29g tank with a finnex planted+ fixture & a AquaClear 70 HOB filter. I'm now trying to choose my substrate and I need some advice.
The LFS advised Fluval Strata Shrimp and Eco Complete is what he carries. The Fluval sounds like its going to make a mess everytime I touch it and I can't cover it as it would compact. The eco-complete sounds like its just a topper for over dirt.
I'm basically looking for:
-No dust clouds everytime I plant something
-a proven product that will grow plants in a low tech tank.
I want to divide my aquascape between a planting substrate and sand for my cory's. Anyone have any proven sand that the cory's LOVE????

I use black diamond blasting media over miracle grow organic choice.
The cory's ,loaches,pleco's, I have, have been over this substrate for a couple year's now.
I get next to no clouding planting plant's.It is when I pull up plant's, that clouding of dirt underneath becomes an issue which is quickly resolved by large water change.
I'm actually gonna redo one of my tank's this weekend and will swap out the blasting media for regular playsand.
will keep the black diamond as is in other tank's.
Just swapping out the one tank due to some rock's I wannna use that clash with the black substrtae.
