40 gallon breeder for planted tank?

I have a 40 gallon breeder sit around for sometimes now. I want to use it as a medium light planted tank with moderate plants in general.
The tank dimensions are: 36 x 18 deep and 17 tall
I also have an extra pressurized CO2 set up available for this tank.
I am going to use a 36 current (2) 10K 21watts bulb for a total of 42 watts roughly 1+W/gallon.
Do I need to add more light to make it around 2watts/gallon?
I hope this is sufficed enough for a shallow tank of 17 inch.
I plant to use regular tan color substrate mixed with black diamond blasting sand. I have an extra box of root tabs to use as well.
I plan to do PPS-Pro approach on a regular weekly basis.
Any advice will be greatly appreciated.

The watt per gallon rule is very outdated and not accurate at all. Check out the stickies in the lighting thread for PAR. I just ordered two bags of eco complete to cap 4 bags of floramax in the 40 gallon breeder I'm going to be setting up.

You might be in low light, especially if your tubes don't have individual reflectors.
