I say to wash it! Flourite and laterite are always pretty dusty.

Since it says 5% laterite I would consider this to be an under layer if specifically marketed to planted tanks. My favorite fluorite only trick and lay down a dry layer and cap with a well washed layer.

The only substrate I have heard of not needing to be rinsed is Eco Complete, with it's black water included. I would certainly rinse this stuff, just to avoid cloudiness from the dust.

I say rinse it, or your tank may become cloudy for a few days.

Easy way to tell. Take some and put it in a bowl. Add water. Stir. If you now have a bowl of mud you should rinse it.
