Drit Question

I'v been reading alot about MGOPM & Top Soil which one would be better I know I would have to Mineralized them and with the MCOPM Do I need to add Muriate of Potash to it and Dolomite and I will be adding red clay for Iron I do have Alkaline water. So once the tank is drited what would the PH be around.

I would never make this statement, but with this being you're first post the first thing to do is say welcome to the forum!

If you're going to do a mineralized substrate then using Miracle Gro Organic Choice Potting Mix or any other bagged dirt with a high volume of organics is not a good choice.

Posting you have alkaline water I'll assume you know a bit about mineral content (hard and soft water) unless the water is altered in some way to make it lack carbonate buffers you shouldn't be needing the Dolomite.
