Eco Complete Topped With Play Sand?

I am planning on setting up a 40B soon and made the mistake of using gravel in my 10 which didn't work too great for holding plants down. Can I get away with laying down a couple bags of Eco Complete, adding a bit of water to pack it down then top it with play sand without the sand settling into the EC and mixing?

I have black sand on top of my (mostly) black eco complete... and it has mixed together in some places, but generally it's pretty easy to push some sand over to cover any eco complete that shows.

Mix some sand, definitely aids in holding the plants down. Eventually the fine grains will circulate and will either be mixed or siphoned.
