Cloudy tank from sand making fish breathe hard?

I just did a major overhaul on my tank setup going from eco-complete with a top layer of sand to just strictly sand. In the process I saved about 30% of the original tank water and added fresh water for the rest. I then added the sand afterwards( Home Depot Kolorscape washed play sand). I decided not to rinse since it said sand was pre-washed. I'm starting to regret it as it hasn't fully cleared up after almost 24hrs. I put two of my neons in there only to notice they hung around the surface and didn't move much. It didn't look normal so I put them back in the temporary tank the fishes are in for now. Could the dust and cloudiness from the sand be making it hard for the fish to breathe or is because I did such a major water change? Combination of both? Maybe I just need to wait a few more days?

Check your water parameters, confirm that ammonia and nitrites aren't high especially

NVERmind was in a hurry and didn't even read the "NOT FOR AQUARIUM USE!!!" such a fail.

Put the sand in first and then fill next time. Otherwise you are just washing it in the tank water.
