How to clean the side of substrate without messing with carpet

There's like dirt/waste on the side of my tank where the gravel is. I've got a carpet of HC and if I disturb it, the carpet will come out. Is there any way to clean while disturbing the HC as little as possible? Here's some pictures to show you what I'm talking about..

When you get dirt down into the dirt, you have........more dirt. I would ignore it.

To clean something like that I would use a spatula sort of tool used to apply spackling. They come in many sizes, perhaps a 4" to 6" wide one would work. Ease it down between the glass and the plants just enough to get a piece of air tubing down there and siphon out the gunk.
