High CEC and High Nutrient?

I have played with dirt tanks for a little bit now, but I always fall short when it comes time to cap it with something. I want to be able to grow a nice carpet and having rolling hills of sand over dirt leaves the plants with short roots on short supply of food. I have a few questions overall
1) What are the differences between MTS according to Aaron Talbot and boiling topsoil as shown in the Dry Start Method from Tom B and others?
2) What is a cost effective Cap for the dirt? I would like something black or dark color, and High CEC to hold in what leaks from the Dirt and water column dosing.
3) Has anyone made a recipe with great results of a dirt mix? Besides just topsoil what mixtures have you done and why?
