Sand buffering water params?

I'm having weird pH shifts in my 20g.. I have 2 berried females (1 yellow, 1 TT) and I would hate to have them die due to it.. Rightnow the pH is reading around 8.0 when yesterday it was reading in the high 6's-low 7's. I do have like a 1 inch layer of sand (not sure what kind, but it was used in my tropical tank) that came with the tank under the Petco sand. Could that be buffering the water? In my tank i have a ton of live plants, IAL, driftwood, a heater and the canister filter. In the can is ceramic media, bio balls, and filter pads. I don't see what else could be raising the pH so high besides the under layer of the original sand. Should I siphon out the Petco black sand, take out the underlayer sand and then put the Petco sand back? Or is the Petco sand the problem? Any input?

Well my tap comes out 7.5-7.7, so that's out of the ordinary. If the IAL and DW bring the pH to high 6-low 7's, something else is bringing it up to 8.
