Black Diamond Blasting Sand question

I am in the process of setting up a 55 gallon aquarium. I just rinsed some black diamond blasting sand and added it to the aquarium. The water is now fairly cloudy, despite rinsing the sand, and there is a bit of an oily type reside on the top of the water. Is this normal? This won't hurt fish, will it? (Note: I'm not planning on putting fish in it for at least another week, but I wanted to make sure it was fish-safe). I was gonna start my filter but am hesitant to if this oily stuff on the top of the water is bad for fish (don't want it in my filter if it's going to cause problems).

Any input would be appreciated!

Thank you!

Ok. Thank you! I'll get my filter going and see if I can get the cloudiness cleared up. Thanks again!
