Peat under Eco Complete

I've been reading the Non CO2, Low-Tech, Planted Tank article, and it suggests either Leonardite or Peat under a nutrient rich substrate. I have an exceptionally high PH straight out the tap, it's somewhere between 7.8-8.0. I thought peat would be beneficial to my setup, so how much should I use and what type? The tanks footprint is 36"L x 16.25"W x 20"H. And about how much would my PH lower? Thanks!

Also is the peat only necessary for lowering the PH, or does it serve another purpose being in the soil?

Will soften the water but also release tannins. Good for blackwater setups

I am going to be using purigen and from what I understand it should soak up tannins.
