Gravel under aqua soil

Noob here. I want to use gravel to create height or slope in one area of my tank, about 2-3 inches at the highest point, position hardscape on top of it, then 2 inches of soil above the gravel. Will this create an environment for bad and stinky bacteria?

I think small lava rock will work. A lot of people build height by cutting and layering egg crate with zip ties too - or a combination of both.
