Which Substrate Would be better?

Miracle Organic topped with pool filter sand, or poll filter sand with root tabs?

Most here would probably say that regardless of the substrate, root tabs are never a bad idea. I'd suggest going with the MiracleGro capped with sand, and then add root tabs every few months.

http://www.homedepot.com/h_d1/N-5yc1...atalogId=10053 is that good topsoil i am beggining to lean towards mineralzed topsoil compared to miracle grow because of its longevity.

How do you go about setting Miracle Grow? Do you wet it a bit and put a layer down and top it off with your substrate?

I'm about to run out and get some and then I'm ready to scape out my tank. Any last minute tips, I figured, couldn't hurt!

Slow down and research what your about to do is my only suggestion.
MTS or natural soil seems to be the topic of the year.
