Play sand & root tabs?

I'm going out today to pick up a few things to set up my new tank. I have in the past used play sand, and it worked pretty good, I liked the look, and I loved the price. After a few years of having the tank with sand, I bought some root tabs (osmocote I think?) and stuck them in. Honestly it wasn't long after that I ended up tearing everything down, and I took a very long break.

I'm wondering as I'm about to set things up, are root tabs still a good idea? Are there other ways of boosting some nutrients to my low-needs plants? I'm not interested in CO2 or anything, I like easy and low maintenance I have an old bottle of Excel, not sure how long it lasts, it's at least 4+years old. I don't remember actually using it though, so no idea if it worked or if I liked it.
