Does ADA soil not lower Ph initially?

I have some ADA AS in my 10 gallon and the ph is around 6.5. However, in my 20 gallon that I just added soil to the ph is completely unaffected.

Both were recently flooded, however, I was dry starting the 10 gallon before I flooded it.

So i'm thinking that the 10 gallons substrate was allowed to soak for a long time before flooding thus making it better at lowering the ph initially. And since the soil in the 20 gallon is brand new it hasn't yet been allowed to soak enough to make it good at lowering the ph...?

Or could it just be a bad batch...?

I have no experience with AS, but I know it leeches ammo like no ones business. Ammo is alkaline, so it tends to raise the pH a bit. Maybe the lowering pH buffers and the ammo are canceling each other out?

Just a crap-shoot, but I thought I'd throw it out there anyway.

that makes sense. I figured it had to do with it being new somehow...
