Is horticultural sand too fine for substrate?

I decided that I am finally going to tear down my 29 gallon that has given me nothing but trouble. I have used only Flourite and regular gravel in the past. I have used Fourite black sand and the grains in this seem smaller, though much of the sand in the Flourite was as fine, or finer.

I just don't want to deal with any issues. I have pockets in my current substrate I am sure because I have dead spots.
