Blasting Sand Tank Redo

I'm setting up a high tech tank. I'm gonna remove my old substrate and use black blasting Sand. I also have a bag of black eco complete.

Should I add this to the blasting Sand (I have it anyway?) I figure it'll mix in one way or the other but should I top the sand or put it on the bottum?

Also should I rinse the sand out first or just dump it in and add water slowly?

If mixing with eco complete, the sand will mostly settle on the bottom. I do think the eco complete has a slightly better CEC, but not by a whole lot. Probably only worth it for aesthetic reasons.

For the sand, each batch and vendor is a little different. I've had a fairly oily bag and one that was really clean. I'd personally rinse it first, but I do know some have just dumped it right in.
