i would like a good substrate that will let me plant a type of dwarf grass or a moss for my floor im getting ready to redo my planted tank and need some help

Eco Complete and Flourite are good cheap options. All the more expensive stuff will also work fine.

My personal favorite has been Flourite with a rich bottom layer made up of Flourite, peat moss, earthworm castings and crushed Flourish Tabs... But honestly most substrates will work for what you are looking to do. The moss I don't know about, it usually doesn't grow very well on a substrate, for that perhaps you may want to lay down some driftwood or rock such as slate for it to hold on to...

I've heard that DHG and other foreground plants do best in a very fine substrate (i.e. play sand ,pool filter sand, and fine gravel). Just make sure you have some form of root tab under since DHG does really well with them. I don't know much of growing moss directly on the substrate, most require you to attach me to something. But most substrates will do for the DHG, as long as they are fertile...
