Best substrate for HC?

What's the best substrate to grow ground covers like HC?

A lot of people will say that the ADA substrates are the best, but I think Flourite sand is equally good. I have also grown it in normal Flourite as well.

I'd say anything that isn't inert, so any of those ADA, Eco-Complete, Flourite, whatever, it just comes down to personal preference.

Eco-Complete and Flourite are basically inert substrates, though.

Normal or powder? How much would I need for a 29-gal tank with a slight aquascaped incline from front to back? With my last aquascape I used 40 lbs. of Eco-complete.
