Different people have different preferences depending on what is most important to them.

Cost?
Color?
Nutrient content?
Availablity?
User-friendliness?

Personally, I like the Flourite blacks.

For Diy-ers : 1" kitty litter 2-6 " 2-3mm gravel on the top for a low budget works great

^ best post so far.

Define those parameters and you'll get the "best" substrate for you.

I happen to like dark substrate, either black or dark brown. For me, Soil Maste Select, Eco Complete, Tahitian Moon sand and 3M Colorquartz black are good looking. SMS and EC are better for plants, though.
For price, SMS.

Most of my tanks are SMS.
