Is this a fungus? Is it harmful etc

Hi all,

Tending my paludarium I noticed what appears to be a fungus growth on my waterfall, just wondering if anyone might be able to enlighten me to what it is etc?

Here is the paludarium

Here is the fungus

Aside from various plants, there are red cherry shrimp, copper rasboras and cone snails in the water portion.

Water values are

Ph 8.0 (I know it's high trying to get it down but after a 50% water change with 7.6 water the next day it's up again trying to find the source of buffering)
Am 0
Nitrite 0
Nitrate currently around 5-10 ppm but it did make 40 ppm a couple of weeks ago.

The growths are on the edge of where the water flows in the waterfall.

This paludarium has no filter in terms of canister filter etc. The waterfall, pond and creek make the majority of biological filter area, with lost of small rocks and gravel in the waterfall pond at the base and along the creek bed.

Looks like some type of Brain jelly fungus, don't know if it is harmless.
It probably is harmless though.

It's polystyrene foam, with grout and water based food safe sealer. The black speckle is the bacteria which acts as the filter.

It looks soft not hard suspect I'll be peeling or slicing it
