A heater won't be enough outside in upstate NY winters. We have to have a pond deeper than the frost line. I also use an 6 inch round airstone on a large air pump to keep a small surface area free of ice as much as possible.

I'm just using a regular 300watt aquarium heater on my 120G container. Right now it's not plugged in, and I haven't actually run this tank through the winter yet so not sure about whether it will work but I've got native fish and comets in there so I am just trying to keep it in the 50's really. Bay Area winters aren't that cold nor does it usually get very hot here.

There are special heaters for ponds. The goal it just to keep enough area free of ice for gas exchange. Not to heat the whole pond. You may have to look at pond specialty sites. I do not use one, here. Winters are mild, pond never freezes.

An aquarium, above grade can get a lot colder than a pond in the ground, insulated by soil.
I would wrap 3 sides of the tank in Styrofoam for insulation, and only keep fish that are OK in water that is close to freezing.
