Wiping out global algae outbreaks

Sigh, dealing with another algae outbreak. Last one was BBA, this time it's mostly hair algae.

This last outbreak comes after adding a dimmer for lore light control. I reduced my 8 hours at full intensity, to 4 at 30% 4 at 100% and 4 at 70%. I also added purigen to my filter.

Following EI dosing and injecting co2, getting decent plant growth but algae is growing right along with it.

Should I reduce light intensity, duration, or both?

How can a mop up this latest outbreak. Usually with hair algae, I just dose 2ml/gallon of hydrogen peroxide and it melts it, but this stuff is resistant. I just dosed 1mL excel into the water column as suggested back with the BBA breakout. That worked great for BBA but I know it's lore susceptible to excel.

Blackout? Algecide? Prayer?

I've attached some pics. I'm getting this fuzz type algae that resembles the hair algae but shorter on some of my slower growing plants.
