Help Id'ing this algae - The Planted Tank Forum

The tank has been running for roughly 10 weeks and recently I am seeing this brownish/red algae. I manually remove it by hand but it's back w/in hours.

This is a 10 gallon w/ a Twinstar 450 on a dimmer. 9 hrs a day ramped @ 30%.

What steps should I take to eliminate this crap?

Is this diatoms?
