Tank Cycle Help

My Mini Glass S tank has been setup for 16 days now.
I have plants only in the tank.

The first 2 weeks I did a 1/2 tank water change every other day.
I use Nite-Out II and SafeStart plus every other day.
I add ADA Brighty K daily.
I kept the light on and the nitrogen going for 6 hrs daily.

Here are my readings from yesterday:
PH: 6.0 - I keep adding API PH Up and it does bring it up to 6.8 for a while.
Ammonia: .50 ppm
Nitrite: 0
Nitrate: 0

My question is how long should it take for the ammonia levels to go down? It was at .25 ppm a few days ago so the level is rising slightly.

In the third week it is recommended to add a otto catfish to begin cleaning the algae. Is the ammonia level to high to do that now?
