Need some help with my 5.5

I wanted something beside my 20 gallon planted tank to play with so I recently set up a nano tank...but I am having some problems. Its been running for a few months and is home to some neon tetras. It has a 27 watt pc desk lamp over it that can be adjusted in height over the tank. Right now it is about 10 inches above because I have some algae issues. I only have a few plants such as java moss, hm, ludwigia repens, sunset hygro, and riccia.

First off, the filter issue. When I set it up, i used an old filter that i had cause who doesn't like to reuse things and save money. It is a topfin 20 filter that is constantly gettting clogged and works half decent. It keeps the water clean but i just dont like it. What are some filters I can use for a 5.5 that work good but won't cost an arm and a leg??

Second issue is of course co2. Right now i am using diy co2 in the nano. It bubbles out through a wooden airstone. It makes a fine mist but it doesn't stay in the water long because its only 5 gallons and well that's not too deep and the bubbles dont have to travel far to hit the surface. So its not working. But i recently took the airstone and shoved it under the intake of the filter. I hear the bubbles being chopped up in the impeller but no results. No good growth like i should see in a healthy tank. It just seems to grow bacteria and slime on the intake. I need to either find an awesome diffuser or maybe use excel. Will excel work for a nano tank? If so how much do you dose? Cause I was thinking of getting rid of the diy co2 altogether and switch to excel as the source of carbon. Please give input.

Well there are the two main problems I am having with the tank. Hopefully you guys will help me fix them and i'll get this tank thriving.

Couple of things that jump right out at me from your post....

#1: I see no mention of a drop checker, this is needed to tell you if you are in fact dissolving C02 into your tank water.

#2: You don't mention any Ferts in your post... Are you dosing any fertilizers
at all? If not, this is a very large part of your problem...

Also, if you could post a clear pic or 2 of your set-up it would help us diagnose any potential issues you may be having (besides, we REALLY like
pics around here)
