2.5 gal questions

I am setting up a 2.5 gal.
Equipment is a 24in t5 aquarium light 8 inches above, and a corner sponge filter. The scape is black sand, unknown type of rocks, and pearl weed.
I'm thinking of doing rcs.
Questions
1 - can someone help me with aquascaping? I feel it looks drab.
2 - should I add more plants, or just let the pearl weed grow out.
3 - would it benefit the pearl weed to add co2 and/or ferts
4 - are rcs a good idea? Another type of shrimp?

I would get different rocks, something of a darker color that would suit your sand and create a mound with the sand and rocks on the left back corner of your tank, sloping the substrate from back to front even slightly helps add depth and interest to a scape, it is currently very flat

Pearl weed isn't terribly demanding fertilizer wise, but it does benefit from fertilizers..

I'll tell you one of the "secrets of success" in planted tanks. Most tanks you see that look fantastic started out looking not too much different that what you have right now.

Sure you can change the rocks, or add different plant species, but the key factor is giving the tank time to grow out. Once you get some growth on the plants it will look a lot better. A little fine tuning and you'll have a real gem.

The RCS would contract nicely with the Pearl weed, Maybe try adding some type of moss and some driftwood?

+1 on what DaveK said.
Look at your picture now and months from now. You will not beleive it.
I am not a big fan of rock. Maybe if you had a small branch sticking out...
