How to clean substrate in a 3Gal tank?

My wife has a 3gal (Eclipse System 3) tank on her desk at work that badly needs the gravel cleaned. I am normally use a gravel vac on my larger tank when I do a water change but my gravel vac would suck all her water out in about 15 secs. Can I just use one of the really small gravel vacs or is there a better way to clean the substrate?

^ That's what I use. Or I take the tube off of the gravel vac and use that. I have a couple small tanks and it works great.

Yep. It'll give you more than enough time to clean what you have to clean.
