2.5 gal low light/low tech nano

Right, so I'm starting a 2.5 gal tank and I figured since I'm in college I'd better keep the costs down. (I wouldn't have bought the darn tank anyway, but I was at Petsmart, had money, and they were having a sale . . . what can I say, I couldn't resist!!)

Here are the specs:
2.5 gallon tank
A couple pounds of gravel (I don't use fancy substrates, I'm on a college budget and I've never had any luck with them ; ))
For light I'm thinking like 3 watts per gallon, or somewhere in there. (It's okay, keep reading!)
I bought a Whisper internal filter (I know they dump water straight down but I've had good luck with them in the past)
No CO2

That's all I have so far. I'm going to try to do a temperate lake 'tope, if I can find a local place that sells like minnows or something. I'm open to any temperate inverts you can name.
This tank is going to be ultra-cheap, ultra-low tech, so I was thinking like Elodea/Anacharis and like hornwort or something. I have liquid ferts but I'd like to stick with easy plants that will grow with like 3 watts per gallon of light with no ferts, if I can. Have any ideas?
And here's the clincher: my parents will poop a goose if they find out I've bought another tank (on top of the 3 I already have ; )) so I can't order anything online or else mom (who works at our local bank) will wonder why I'm suddenly using my credit card for aquarium lights and stuff. So this is either going to be DIY or locally bought.
Like I said, I'm open to ideas, the only hard part is going to be finding a store that stocks these temperate critters. I've also had rather a hard time finding hornwort (crazy, I know) but I have an alternate setup in case I have to scrap the whole temperate theme. I just thought it would be a nice switch from all of the other tanks I've ever seen.
Any and all ideas are appreciated, just remember: cheap and low-tech.

uhmm .. best i can think of ..is couple driftwood and stones. as for your light , java moss and anubius and java moss are your best options. Tie some of each to your driftwood ... or tie some moss to rocks ..Hope i helped =]
