Smile doing a dry start in the cold? dwarf hairgrass

hello i am thinking of doing the dry start method to carpet dwarfhairgrass, i am using eco complete, for lighting a finnex planted plus, and using a diy co2 system

what im wondering is if i could do this dry start for dwarf hair grass in 60 degrees f or maybe even lower, my house gets real cold since it is fall

or should i just do it submersed and just keep the water temp at 75 degrees

i dont know if dhg could survive in the cold
