First of all I would go with the 13 watt light that which will give you a little over 2 WPG. IMO, 26 watt light will be way to much light for a 5G tank. You want to stick with low growing plants for a 5G, so you don't have a lot of trimming to do. I would try some Crypts, Java fern(tied to a piece of driftwood or rock) & Dwarf Sag.. You could even try some Hornwort as a floating plant. Be warned it grows like a weed so you will have to cut some off about once a month.

Just about anything you want except for any plants that will get too big for that tank. Amazon Sword plants would be too big and most Vals too.

Yes, they will work with the 13 watt light. I have the Lutea in my tank and like it better than the Wendtii I have. It does not succum to crypt rot or melting like Wendtii.

I just want to add a comment. Those lutea and fern will do fine in your setup but the I tried the lilleaopsis (spelling?) in my 5gl with 13watts +CO2 and they are not doing well at all. I moved them to a 10gl with app.5watts/gl and they thrives there. Wisteria somehow manage to thrive in my 5gl (13watts) and also moneywort and lutea. Red Ludwigia grows well except losing their red pigmentation.

About the lutea, the leaves seem to grow upwards like amazon swords when I put them in my 5gl. It's like trying to reach the light but looks very nice. They stayed short and low before in my high light 10gl.

Java fern will get taller and more bushy than lutea. Lilaeopsis needs pretty good light.

For substrate I would use a regular small natural gravel and add root tabs.
