Hi. Just registered. This is my first post.
Anyway, I've grown glosso and E. parvulus very well in a 2.5-gallon tank using only an 8W normal-output fluorescent strip light. The Glosso spread very quickly and once it got into shaded patches, it would grow upward. After a while it got out of hand and I ripped it all out and started over. The hairgrass was more recent - similar thing happened. After a few months it got everywhere and smothered out everything else. One day I decided to do a little thinning, but it ended up being another do-over. It was impossible to merely *thin* so I just tore it all out.
I think that what helped a lot was the Flourite. I wasn't doing much fertilizing at the time but they still established quickly and spread like wildfire. I also have the tank set up with DIY CO2. I guess enough gets in there to keep the plants happy.
13W is definitely enough for either of these. Just watch for algae problems. Good luck!
