2.5 Gallon - HC & DHG Questions

I am going to be breaking down my 2.5 gallon and re-scaping. It currently has crypt wendtii and java fern growing in some sand and only window light. Inhabitants are 3 Red Phantom Tetra fry (temp) and a betta. I want to change it around and re-scape it, however. Here are my plans -

Flora - HC, DHG & maybe some Anubias Nana.
Fauna - Single Male Betta, maybe a couple otos or ghost shrimp, probably not, though.
Lights - Need input. Looking for whatever will grow these plants well but not cost an arm and a leg.
Ferts - Liquid CO2 & Flourish Comprehensive
Substrate - MGOPM capped with sand
Hardscape - Granite fragments

I did some research and concluded that HC should do just fine with good lighting and liquid CO2.

1. Will it pearl with good light and liquid CO2?
2. Do I need more or different ferts?
3. What lighting?
4. Is the substrate sufficient?

I'll probably dry-start the HC then add the DHG when I flood. I'd appreciate any and all input, I'm new to the planting thing but on a lower budget, so please, keep that in mind. That's why I'm going with liquid CO2 first, before I get into pressurized.

you will need to have a CO2 injection method for the HC to really do well in the long run; you are unlikely to see any pearling with the setup you propose.

What about lighting, ferts and substrate?

I can afford this CO2 system. Would that be sufficient for this tank?
