Arrow Starting 2.5 gallon nano, need your knowledgable input

Hi everybody,
Its been a long time since I've been on here, with school, my not-complete vivarium, and such I decided that I want to do something small so i want to put together my 2.5 gallon that has been sitting around for a while.
I know I want to house RCS and thats about it.
I already have a filter and a thermometer.
I also have substrate ( Multi-purpose safety absorbent) that I think will work. I am a little iffy on it though. If anyone can point me a cheap solution or a cheap combination then that would be great. Also, I am unsure about lighting.
I want to use plants that do not require Co2. I really want HC but if it requires Co2 and an expensive lighting set up then I can live without it.
Thats about it for now.

I hear HC will grow in a 2.5 gallon with about 27 watts of CF light (a popular desk light found at Home Depot), no CO2 necessary, maybe a drop or 2 of Excel now and then.

hurray! I got my light today (the 27 watt light desk lamp). I want plants that don't need co2 and that RCS like, so i am thinking maybe HC, Anubias Nana Petite, dwarf hairgrass, java moss, etc. If you have any suggestions that would be great.

How about some soilmaster select "charcoal"? I haven't tried it yet but I bought some for a project and you would only need a small amount for a 2.5... the anubias and java moss won't care about the substrate but the hc and dwarf hairgrass would probably like the sms for a substrate.
I love love love anubias petite but haven't been able to buy any yet. lol
