Need help setting up first planted tank

Have done large saltwater in the past
Currently have a 29gal planted vivarium (frogs soon)

Have a 5gal tank left over from Hermit Crabs.
And we have a betta in a small bowl.
So I thought of a planted tank for the betta fish.

Tank is near indirect light and it has a light hood on top.
Orchids grow good in this area.
I can change the bulb out.

What is the preferred substrate?
I am assuming a small filter, must be in the tank.
Only fish will be the betta

A small filter will do (internal one or small hang on the back), even a sponge filter. Substrate can be anything, just make sure you are providing nutrients along with the light needed for plant growth. You'll get great results with dirt, but a high CEC substrate like FloraMax or Eco-Complete will be sufficient. You could even do just plain old pool filter sand ($6 for a 50lb bag), but it's inert and you'll want to put Seachem Flourish Tabs in it at least (provide nutrients). What could you change the bulb to? A 6500k daylight bulb will be what you need to look into.

Been reading about substrate! Lots of info.

I already own some Miracle Grow Organic and some Black Sand I use for my sandblaster.
So that can be my substrate.

I can swing a hang on the back filter if I need to.
Would prefer something hidden in the tank.

I already use all RO water.
I can hook the DI back up if needed (I used RODI for salt water)

Now about the plants....
Probably lots of choices..

When to add plants?
Do I need to setup the tank and let it cycle?
Do I want to add plants when I add the water?

So many choices in plants. People sell groups of plants specific to nano setups?

I do look the short moss and grass type plants vs the forest I see in some tanks.

A canister filter will hide better than any other filter. Is RO water really needed? Plants can be put in whenever you feel like it, fish can only be put in after the tank has cycled. Check out the list of low light plants on one of the sub forums as you can't go wrong with any of those.
