It will be enough for the Javas and perhaps some Crypts but it would be hit or miss. Two tubes would be enough for a variety of plants.

I agree with Jon. The advantage of having low light like that is that you can easily do without CO2 - just use Excel and expect not to have to prune plants very often, fertilize very often, or change water at all often. But, with double the light you can grow a lot more different plants, faster, and enjoy the fun of using CO2, pruning every week, and changing water every week. It just depends on what you consider fun to be.

These 15W bulbs are not bright enough. You should get at least two, or look into overdriving one.

I have the same situation in my guest room. Uses a Coralife Nutri Grow Plant Lamp ( http://www.drsfostersmith.com/produc...fm?pcatid=4505 ). I grow Apons, Anubias, Crypts, Anacharis, even Duckweed in that tank with no problems at all. Had Indian Fern in there at one point, too. Tank doesn't get CO2 & no plant substrate - but then none of mine tanks do - and the plants still grow like mad. 1.5watts/gallon is plenty of light for quite a few plant species if you use the right bulb.
