redoing my fluval chi

My 5g chi has been running for a few months now, but i want to do a small overhaul on the tank to make it more plant friendly.

I want to start simple, i was thinking of growing a couple of small anubias, dwarf four leaf clover, and maybe attach some flame moss to a piece of driftwood. I don't plan on using a filter, nor do i want to add fish any time soon; I was thinking of just dropping an air stone in there for circulation. For substrate i will be using super naturals sand.

Since the lighting that comes with the tank is awful, I picked up a 5 1/2" clamp light from home depot and i was planning on putting a 26W 6500k daylight CFL bulb in it. Is that enough/too much?

Should i make a DIY co2 system or could i get away with using excel? For ferts i was thinking of dosing the tank with Floruish a few times a week.

That light is plenty, you have low/medium light plants. Dosing Micros in the Flourish should be plenty, you probably don't even need the excel. Just keep up with your weekly water changes and you'll be fine.
