A few specific questions

I want my fluval edge to grow like crazy. However I'm new to growing plants. I currently have java moss, anubias and amazon swords and I want to add some wisteria and dwarf hairgrass.

1. I have flourite substrate, is this sufficient or does it need to be layered with something else?
2. I just ordered Mr11 leds off amazon to replace the halogens. Will these be enough light for the tank? Or will I have to zip tie a cfl on to the light arm like I see others doing?

I also ordered a bottle of flourish fertilizer. Will I need to use co2 or flourish excel with this? I had co2 diy set up in my other tank before (before I screwed it up and bought the fluval edge), and it made my ph extremely low (maybe my driftwood contributed too). Will this screw up the cycle which is almost finished?

I had very little luck with just the LED's. I had a great deal of light fall off in the corners. If you want it to grow like crazy you will need to add aux lighting. As far as substrate I am a huge fan of ADA aqua soil. If you want to go cheap I have also had great luck with Miracle Grow Organic with a gravel cap.
