Looks like the start of green hair algae. No, it's not dangerous at all for your tank. In fact, algae has many benefits. It can help "scrub" the water just like any other plant, but it also gives grazing areas for fauna that naturally eats aufwuchs such as sucker mouth fish, shrimp, snails, etc.
The only reasons we get rid of it is because it's unsightly and if too much grows on plants, they can't photosynthesize properly.
