Dry Start 3 Gallon Help

I was wondering this is my first time dry starting an aquarium. I have Dwarf Hair Grass, Staurogyne Repens, and two Buce Plant red and blue. My main question is how wet should it be. I noticed that I misted enough for the water to reach the bottom of 3 inch soil. The soil is just wet and there is no water level. Is that too little? Should the plants leaves always be wet? I am using a Finnex 24/7 light on bright light for 10-12 hours and opening the wrap for 30minutes a day. Any tip or recommendation will be welcome. Thank you.

I am noob myself but I saw a youtube video by waterbox and there, I saw him putting water enough so that the lowest point has little bit of standing water. He'd spray with mist so that everything is wet.

You don't want standing water. Keep the substrate moist. Plants don'e specifically need water on the leaves. Keep the water line below the substrate line.

I'm guessing the reason for dry starting is to build a root base prior to filling it with water? Is this correct?

I never heard of a dry start before coming here however I am fairly new to planted tanks.

This seems to be a great resource for information.
